Secara historis Banggai Laut adalah merupakan bagian dari Kerajaan Banggai yang sudah dikenal sejak abad 13 Masehi sebagaimana termuat dalam buku Negara Kertagama yang ditulis oleh Pujangga Besar Empu Prapanca pada tahun Saka 1478 atau 1365 Masehi. Kerajaan Banggai, awalnya hanya meliputi wilayah Banggai Laut dan Banggai Kepulauan, namun kemudian oleh Adi Cokro yang bergelar Mumbu Doi Jawa disatukan dengan Wilayah Banggai Darat.
